Start by preheating your oven to 375°F. Boil a pot of water and cook the rigatoni pasta according to package instructions. While the pasta cooks, brown the ground beef in a skillet on medium-high heat. Once it's cooked through, add garlic powder, onion powder, Italian seasoning, salt, and pepper to the skillet. Mix well and set aside.
Next, in a separate bowl, mix together Ricotta cheese, shredded Parmesan cheese, salt, and pepper. Once the pasta is cooked al dente, drain it and add it to the bowl with the cheese mixture. Mix until all the pasta is coated.
Now it's time to layer the dish. Start with a layer of marinara sauce on the bottom of an 8x8 baking dish. Add half of the pasta and cheese mixture on top, followed by the ground beef mixture.
